APPG for Beauty & Wellbeing

The All-Party Parliamentary Group (APPG) for Beauty & Wellbeing raises awareness of issues facing the beauty industry such as UV safety and aesthetics regulation by engaging with government by, for example, organising backbench and other debates.

What is an APPG?

An All-Party Parliamentary Group (APPG) is a group made up of at least 20 MPs from any party (Labour, Conservative etc.). Its function is to gain support, educate and inform MPs (who can then raise issues in an official manner) and raise awareness more generally.

APPGs elect officials and must also elect a Chair, who oversees the group and ensures that they follow parliamentary rules.  Carolyn Harris MP for Neath & Swansea East, a long standing advocate for the beauty industry, is the Chair for the Beauty & Wellbeing APPG.

The British Beauty Council is the secretariat to the APPG, providing communications and organisational support. 

UV Safety Initiative and Coalition

The British Beauty Council is launching a cross-industry initiative dedicated to increasing knowledge of sun care, SPF and the risks of UV radiation. 

As part of this, the organisation is acting as the secretariat for the APPG for Beauty & Wellbeing who will launch a UV safety inquiry. Following the publication of an inquiry report in 2026, it will execute activity via a UV Safety Coalition.

Aesthetics regulation

The British Beauty Council has been lobbying for the regulation of the aesethics sector since its inception. It will continue this work alongside the APPG for Beauty and Wellbeing.

The Health and Care Act 2022 gives the government powers to introduce a licensing scheme for practitioners who operate in England. Work is now underway to decide what the licensing scheme will look like. This will then be introduced via secondary legislation, however, the timescale for this is yet to be outlined.

The reason for the legislation is to reduce the risk of harm associated with ineffectively performed non-surgical cosmetic procedures, also known as aesthetic procedures, to the public.

Once in force, this legislation will make it an offence to perform particular procedures without a license.
